Communication!

This picture of Miley Cyrus is a paparzzi photo - the photographer is not trying to get a good photo of her, but an unflattering one that may give the 'journalists' of the magazine(s) they work for something to talk and speculate about.
The picture aims to humanise her and bring her drown to ordinary peoples level, while at the same time promote gossip about the 'star'.
Because the photo is caught 'unawares', its not staged, she's not posing and nothing else has been set up, it will have been taken without her permission, an invasion of privacy deemed perfectly legitimate by the press. The photographer is likely to be well paid for the photo

The editors of Bazar, however, want a more staged and beautified photo, with saturated colour to make  it look more interesting and vibrant, on the cover of their magazine to sell their product.
The photo will be photoshopped to reduce or hide any blemishes, to make her skin softer/more perfect, hide anything the photographer did wrong, etc.

The use of pink makes the fact that the magazines is aimed at women more obvious for people buying a magazine, in theory, pulling more women in, getting them to buy it.

This photo is much more elegant because its capturing a moment rather than trying to sell something, like the above pictures are.
The photo is black and white, rather than highly saturated colour, again making the photo more elegant, but also helping the girl to hide, adding a dream-like quality to the piece.

The photo is not trying to belittle someone, or add more to someones superficial power. Its delicate, and mysterious, asking the on-looker to think rather than simply accept what they see and believe it.
